Stephanie Baum

Stephanie Baum is a licensed clinical social worker and workforce development leader with more than a decade of experience designing and implementing workforce, apprenticeship, and youth-serving programs. As Co-Founder of BuildWithin, she directs national efforts to expand registered apprenticeship across technology and tech-adjacent occupations and has helped facilitate apprenticeship opportunities for more than 2,000 apprentices.

Stephanie has been instrumental in developing curricula and work processes for more than 50 DOL-approved occupations, including software development, data analytics, digital marketing, cybersecurity, and teaching. She has led large-scale initiatives involving government agencies, employers, workforce boards, and community organizations, with deep expertise in program design, implementation, compliance, stakeholder engagement, and participant-centered service delivery. Much of that work has been in Washington, DC, where she has extensive experience supporting the District's workforce programs.

Before co-founding BuildWithin, Stephanie served as Director of Customer Success at Phone2Action, where she helped manage a decade-long, multi-disciplinary apprenticeship program in technology occupations. Her background bridges workforce and human services: she holds a Master of Social Work from The Catholic University of America and has worked directly with opportunity youth in DC schools and as a clinical intervention worker at Sibley Memorial Hospital.

That combination of program design expertise, compliance rigor, and direct service experience informs how BuildWithin supports apprentices, from recruitment through completion.
